Mike, Have a look at this website. Might be possibilities here - greater
with some agencies than others. "For disadvantaged communities" might be a
problem, but not necessarily so - after all, energy savings, public
transport are "examplar" issues here. Might even be able to hit the sports
area too- getting people to exercise commute instead of automotive commuting.
